Make it possible to move Screenshot tool bar

The screenshot tool for submitting feedback is very neat, but the tool bar is not currently movable. This means that if users want to highlight something in the UI around/behind the toolbar it’s not currently possible.

I’d expect a solution where certain parts of the toolbar act as a handler to move it around the screen. It could either be free-form or snap into place, similar to how a Loom toolbar can be moved around.
