[Multiple language Changelogs] Allow users to set their own locale / preferred language

The preferred language would apply to changelogs, so users can self-service and set their own preferred locale.

i.e. Users profile settings would allow them to set the locale, which would apply if they are subscribed already to changelogs or will subscribe.
