Improve Inbox Search - Multi-word terms not prioritized and filter search doing the opposite

The search functionality is unreliable, particularly for multi-word search terms.

When searching for multi-word phrases, the results containing the exact phrase are not consistently surfaced at the top.

Instead, they are mixed with partial matches, leading to a perception that the search is only effective for single-word queries.

The opposite is happening to searching within filters.

When searching - for example a 4-5 letter company by name - the results prioritize names that include the phrase, however the explicit matches might not even appear.
