[Jira Status Sync] Scope Jira status sync rules to the selected Jira project

Jira sync rules should use project-scoped status selection instead of a shared status list across projects.

When multiple Jira projects have statuses with the same name, users can accidentally create a rule under the wrong project, which leads to silent sync failures.

The rule setup flow should show statuses only for the selected Jira project and validate that the chosen Jira status belongs to that project.
