Remember the selection for "Send Emails" in changelog

We have moved off of featurebase for changelog emails, but we still use featurebase to write changelogs + have them show up in the widget.

Right now I would like featurebase to remember the preference so that I don’t accidentally send out emails to everyone.

This is important as we manage user’s preferences for changelog emails outside of featurebase, and we don’t want to send changelog emails to anyone who is not subscribed.
