Allow admins to answer follow-up questions on users behalf

When admins add voters or commenters on behalf of users, they currently cannot fill out follow-up questions (like importance fields).

This makes it impossible to track that User A sees the feature as 'nice to have' while User B considers it 'blocking'.

Enable admins to complete per-user metadata when adding people to posts.
