Allow "Disable commenting" to be engaged by default for all posts

Currently, to disable commenting for posts, I believe you need to do it manually for each post after you create it, using this option:

It would be nice if there were way to have this "Disable commenting" feature automatically engaged for all new posts that are made. It could be either global and/or a per-board setting - either one would be fine.

(I do know there's a global moderation setting for commenting, but that's not really what we want, because moderation gives the impression that we might review and approve their comment, which isn't the case here. We want the commenting to be disabled entirely, just like the "Disable commenting" feature, but globally for all posts on a board.)
