Allow “Write changelog with AI” to generate text in a selected language locale

Currently, the “Write changelog with AI” feature only generates content in English, requiring users to manually translate releases into other languages.

This would streamline the workflow for multilingual teams, reduce manual translation steps, and ensure more consistent language quality across localized Changelogs.

Alternative - Add a language selection option in the changelog AI interface to automatically generate content in the chosen language.
