API: Option to append user tags instead of overwriting

I want to be able to push tags from our system via the API without overwriting the tags that were added manually to users in Featurebase. Currently, the API replaces the entire tag list, which makes it difficult to maintain manual tags alongside automated ones. It would be great to have an "append" option or a way to only add specific tags.
