[API-Webhooks] Webhook events for follow-up question responses

I’d like follow-up question answers (like vote importance) to be included in Webhook events or trigger their own events.

This would allow us to automate workflows, such as automatically tagging a post as "Blocks onboarding" in real-time whenever a user submits an "Essential" vote.

This is preferred over API polling as it allows for immediate action when a customer's priority changes.
