Category that only Admins / Team Members can create submissions for

An ability to submit Posts that belong to a Category, like "Internal", such that we can make our Product Roadmap truly transparent and public.

For example, we might be working on "Migration to AWS", which we do not want to submit as a Feature Request Category, but we'd like our Users to know that we're working on this currently.
