There is actually a workaround for this while the team works on a better solution -
You are able to change the default category by changing "In Review"s status to something different like "Evaluating". This way, the backend doesn't trigger it as the default category anymore and you can easily add a new status as the first one in your roadmap settings.
I use "Open" as my default category now which works great, but I know it's not the desired path a user takes.
