Allow merging end-user accounts via Users view

Ability to manually merge user accounts directly from the admin panel would be useful, when users email has been changed, but a new user entity was created as well.

Merging would transfer the authored posts and tickets over to the mergedTo user and an option to choose - which email and userId would prevail.
