[Changelog API] Allow querying by startDate and endDate
Add startDate and endDate Query Parameters to Changelog API
Extend the Changelog API to support filtering changelog entries by date using startDate and/or endDate query parameters, similar to the existing Posts API.
This allows to fetch Changelogs based on timeframes.
