Changelog link should be available before publishing

Can we get live changelog links before they are published? Like once they’ve been scheduled even? We have to time the sequence of things so well and make sure marketing is ready to receive the link and update the comms resources with the link then we can push the PR, it’s a whole thing and having the link early would save a lot of logistical headaches
