Consolidate 'Users' navigation to avoid duplicate buttons

I want the 'Users' navigation to be consolidated. Currently, there are two 'Users' buttons (one in the sidebar and one in Settings) which is confusing and bad design. It would be better to have a single place to manage all user-related data and settings.
