Disable or Visually Restrict Unauthorized Actions for Lite Seat Users

Lite seat users can currently initiate restricted actions in the UI (e.g., adding public or private tags to posts), even though they do not have permission to complete them.

The UI appears to allow the action, but an error is shown only after submission, which leads users to believe there is a bug and creates frustration.

Improve the permission-aware UI by preemptively disabling restricted actions for Lite seats (e.g., greying out controls, hiding options, or showing a clear tooltip explaining the limitation).

This would set correct expectations, prevent failed actions, and reduce confusion between permission limits and actual product bugs.
