Do not skip moderation when posting on behalf of a user as an admin

When creating a post on behalf of a user as an admin, Featurebase treats the post creation as an admin action, which automatically bypasses the moderation queue. The creation modal also does not currently include an in-modal visibility toggle before posting.

Would be great if this can be added.
