Get changelog subscribers endpoint missing from Nova API version

After releasing the new Nova version of the API, the previously available Get changelog subscribers endpoint is no longer present.

We currently rely on this endpoint to retrieve changelog subscribers, so its removal prevents us from migrating to the new API version.

There is no equivalent replacement endpoint exposed in Nova, making it unclear how to programmatically fetch changelog subscribers as before.
