New permission scope: view_integrations

I want an additional permission scope called "view_integrations" so that team members with Manager or lower roles can see integration links and click on them.

Currently, only Admins can connect and manage integrations, but other roles can't even see the links at all.

This is important because we want our team to be able to create work items from the Azure DevOps add-on without giving them full Admin access, which is currently the only way to grant the "manage_integrations" permission required for this action.
