Option to disable Fibi AI’s duplicate check when creating a post

Allow admins to turn off the “looking for other posts” step when Fibi creates a feedback or bug report post.

This would reduce friction for private boards or workflows where users can only see their own feedback, making the process faster and more seamless.

Duplicate detection could still happen internally (e.g., via admin-side AI suggestions) or later manually without interrupting the user’s submission flow.
