Option to Remove mandatory English as a fallback language

When working in different markets I want to send localized surveys to our customers. The problem is that if i dont enter text for the English version of the survey it will show the dummy text to users.

This also happens if you click on a language that you didn’t really want to edit (maybe by mistake) - all of a sudden the Norwegian version of the survey is not automatically translated but is shown the dummy text in English
