Separate email targeting from visibility targeting in Changelogs

I want the ability to separate "visibility targeting" from "email targeting" for changelog posts. Currently, targeting a segment for a changelog post automatically sends emails to everyone in that segment (if auto-subscribe is on), which can lead to sending thousands of unwanted emails. I want to be able to target a specific segment for visibility on the website/widget while only sending emails to a specific subset (like manual subscribers) or having a separate targeting control for emails. This is important because not everyone in a segment wants to receive emails, and the current coupling has broken our workflow.
