Status update notification email can show a newer submission status than the one originally intended

In some cases, when a status update is sent with a comment and the submission status changes again before the notification email is generated, the email may display the submission’s latest status instead of the status associated with the original update.

This can cause voters to receive a notification that references a different status than expected.
