User-Controlled Changelog Read Status and Filtering

Implement a feature that allows users to mark changelog entries as "read" and provides an option to view only unread changelogs.

This would enhance the user experience by ensuring they are only notified of new updates and can easily distinguish between new and previously viewed information, while still having access to the full changelog history.
