User Segmented Access to Feedback Tab in Public Portal

We have a user group that is only supposed to see posts once they are soon released and are not supposed to upvote or create new feedback posts at all. However another user group is supposed to be able to vote on features and create new ones, that are in the backlog as well. Therefore we would like to differentiate for one segment to only see a roadmap and the other segment to see roadmap and feedback portal.
