User Segments - Representatives & permissions

When user segments have a lot of users, then moderation feedback posts can get congested.
To alleviate this - we could create representative users who can create new posts, while all other users can only view, vote and comment on posts.

Example scenario:
When a user segment has 20 companies and 100 users, then we could select 10 users, who get the representative roles, which would allow them to create new feedback posts. All other members of given segment can view, vote & comment, but not create posts.
