Visibility settings uneditable after plan change (Professional to Growth)

User reported that after switching from Professional to Growth plan, their Roadmap and Feature Board became unavailable and the "Visible by" settings were uneditable. They had to delete and recreate the Roadmap to fix it. This might be a bug related to how visibility settings are handled during plan changes or the legacy migration to the Segment system.
