Article inner scrollbars flicker on specific screen width

I am experiencing a persistent 'disco effect' with the scrollbars on specific browser width.

am editing directly in the browser (Chrome Version 146.0.7680.80) and do not use an SDK or any custom CSS.

I have tried disabling browser extensions, toggling themes, and disabling hardware acceleration, as well as attempting to set a fixed 'Dark' theme, but the flickering continues.
