Attach downloadable files to Ticket Type descriptions

I want to be able to attach a file (like an .xlsx template) directly to a Ticket Type's description or instructions so that users can download it before filling out the ticket. Currently, the description field doesn't seem to support direct file attachments or a rich text editor for this purpose.
