Blue Border Appearing in Chat Textbox

I am experiencing a blue border appearing around the chat textbox. This behavior started a few days ago and was not present before. We have not updated or changed our browser extensions, and testing in a different browser (not occurring in Safari) suggests it's browser-specific rather than extension-related.
