Bug: Contributor role cannot search for audience-restricted articles due to missing Moderate Posts permission

I want to report a bug where articles restricted to specific audiences (e.g., "Internal Users") do not appear in search results for users with the Contributor role, even though they can browse to them.

This seems to be because search currently requires the Moderate Posts permission, which the Contributor role lacks.

It is important because internal staff using the Contributor role cannot efficiently find restricted documentation via search.
