Limit frequency of usage threshold emails

I want to be able to limit the frequency of "threshold reached" or "limit reached" notification emails (e.g., to a maximum of 3 per month). Currently, these are sent daily once the soft cap is hit, which feels like spam and could affect SMTP rankings. I don't want to increase my spend, just reduce the notification volume.
