Link posts to changelogs to notify relevant users

Hi,

Here’s another small QoL improvement I’d love to see.

I’d like to link a changelog to posts. When we ship something, I'd love to connect my changelog with the relevant posts, and the users who submitted or voted on those posts would get notified that we shipped something they might be interested in.
