Users not showing in Directory overview but appear in search

The 'All users' view in the Directory shows 'No results found' even though the sidebar count shows 9 users. Users only appear in the list when a search is performed. This suggests the default list is failing to load or sync correctly. Steps to reproduce: 1. Go to Directory -> People -> All users. 2. Observe 'No results found' despite the sidebar count. 3. Search for a user and observe they appear. User is on the Free plan.
