Show exact time/timestamp for ticket creation

I want to be able to see the exact time/timestamp of when a ticket was created, not just the date. This is important for tracking response times and precise ticket history.

    Display exact date and time on hover for ticket message timestamps

    I would like to see the exact date and time for ticket messages when hovering over the relative timestamps (e.g., "2mo", "3h").

    Currently, only relative timestamps are displayed, and it would be very helpful to quickly see the precise date and time without needing to infer it.
